Action in Congress was limited to committee work for the most part last week. Other than passing a few ceremonial initiatives, the House of Representatives took on only a few pieces of serious legislation. The Senate did not convene as a whole.

United States House of Representatives


HR2576 and 674: Both approved by the House Oct. 27, these laws repeal certain segments of the Internal Revenue Code of 1986 to create tax breaks for companies providing services to government agencies—federal, state and local. 


HR674, also called the "Three Percent Withholding Repeal and Job Creation Act," kills a 3 percent withholding requirement in the hopes of generating jobs. With similar provisions, HR2576 allows individuals to count social security benefits in modified adjusted gross income to determine eligibility for certain tax credits and health care programs.

HR1904: In a 235-186 vote Oct. 26, the House approved the Southeast Arizona Land Exchange and Conservation Act of 2011. The bill enables the Secretary of Agriculture to swap land with an Arizona company for mining purposes (with restrictions). The land the government acquires would become part of the National Forest.
